Hello, I propose using Arduino (uno/mega or suitable version) with a GSM module and a gps module. The GSM module will transmit the coordinates to your server database or send sms or so. The GPS will need satellite connectivity. And all components will tap power from the vehicle (can have backup). The Arduino microcontroller runs on power up and will suit the purpose and also the microcontroller chip can be used on its own PCB when needed. Only the GSM module will require need a service provider services. I have implemented the same system before using the same components with semi duplex communication with a cloud server. I can therefore implement the system and demonstrate within a few days to a week. Regards
